The selection process is as follows:

Applicants are encouraged to:
- Complete the application and submit the entire application package to the American Councils office in Kazan earlier than the deadline of November 27, 2009.
- Prepare for the Institutional TOEFL exam. All potential participants that submit a completed application, will be required to take the exam. Please see the table below for resources.

Applicants not chosen for fellowships are strongly encouraged to apply again next year. The Republic of Tatarstan Higher Education Fellowship Program is supported by the Republic of Tatarstan, with new fellowships awarded each year. The application for 2010 Graduate Fellowships will be available online until November 27, 2009.

Eligibility Requirements
The Program does not discriminate on the basis of ethnic origin, age, race, color, gender, religion or disability. Persons with disabilities are strongly encouraged to apply. Competition for the Program is merit-based and open to anyone who meets the following requirements:
- A resident in Tatarstan at the time of application and during the selection process.
- Currently enrolled in a university in Tatarstan and will have completed an undergraduate degree by July 15, 2010 (3-year baccalaureate degrees are NOT sufficient for participation).
- Proficient in spoken and written English at the time of application.
- Able to demonstrate professional aptitude and leadership potential in the selected field of specialization.
- Able to begin the program of study in the United States in the summer of 2010.
- Able to receive and maintain a U.S. J-1 exchange visitor visa.
- Committed to returning to Tatarstan for at least two years after completion of the program.
Individuals in the following circumstances are NOT eligible for the Program:
- U.S. citizens and permanent residents of the United States, or citizens and permanent residents of Republics other than Tatarstan.
- Individuals who have participated in a program sponsored or funded by the U.S. government (e.g. PAS or other U.S. government agency) for a period of more than six weeks and who have not yet fulfilled their two-year home residency requirement by the time of application.
- Individuals who have applied for an immigrant visa to any country or who have requested political asylum in any country. This includes individuals who hold or have applied for a U.S. "green card," or who have applied to the U.S. Diversity Immigrant Visa Lottery.
- Employees of American Councils for International Education and their immediate families.
