| December 11 (ongoing through early January) | Official standardized tests (TOEFL, GRE, and GMAT) administered to semi-finalist candidates |
| January 28-31, 2010 | Semi-finalists interviewed in Kazan |
| February 15 | Final selection committee held in Washington, DC |
| March 1 - June 1 | Finalists notified of university placements |
Applicants are encouraged to:
- Complete the application and submit the entire application package to the American Councils office in Kazan earlier than the deadline of November 27, 2009.
- Prepare for the Institutional TOEFL exam. All potential participants that submit a completed application, will be required to take the exam. Please see the table below for resources.
Required Order and Attachments
IMPORTANT: Please sign and submit 3 paper copies of your application (including the confirmation page) and supporting documents to the American Councils office in Kazan by 5:00PM November 27, 2009.
Attach the following items to your online application. Your application must be submitted in the order given below. Incomplete applications will not be considered.
1. The confirmation page from your submitted online application.
2. Your Online Application: Print your application and provide 3 copies to the Kazan office.
Please also print copies of your attached files to include with your application material:
- General Essay
- Resume/CV
3. Three letters of recommendations from employers or professors.
4. Official copies of all university transcripts in the language(s) in which they were issued. One transcript from each institution of higher education attended must be attached. Each transcript must bear the stamp or seal of the department of the university that issued it. For the purposes of this program, a transcript is a listing of every course you took to receive your diploma and the grade you received in each course.
5. Certified English translations of your university transcripts. Each English language transcript must bear the stamp or seal of the department of the university that issued it. Also, each English language transcript must have the stamp or seal of the English language department or translating service confirming the accuracy of the translation. Applicant may not certify his/her own translation.
6. Official copies of all diplomas you have received in the language(s) in which they were issued. Each diploma must bear the stamp or seal of the department of the university that issued it.
7. Certified English translations of your diplomas. Each English language diploma must bear the stamp or seal of the department of the university that issued it. Also, each English language diploma must have the stamp or seal of the English language department or translating service confirming the accuracy of the translation. Applicant may not certify his/her own translation.
8. Copies of TOEFL, GRE, SAT, and/or GMAT score reports (if taken previously).
9. Photocopy of the picture page of your passport (if you have one).
You must submit one original and two copies of your completed application and required documents (in order) to the American Councils office in Kazan. Each copy of your application must include all required attachments. Applications received after the deadline will not be considered. Applications will not be returned to the applicants after the competition has concluded. American Councils reserves the right to verify all of the information indicated in any application. In the event that there is a discrepancy, or information is found to be false, the application will be declared invalid, and the applicant ineligible.

You will receive a confirmation number once you have submitted. Please print this page and include it with each copy of your application, keeping a copy of this information for yourself.
